Use one controlled release package
Create a single package with the current manufacturing layers, drill data, outline and fabrication drawing. Avoid mixing output files from different design revisions. Include a readable revision identifier and remove superseded alternatives from the package you intend to quote.
Open the exported manufacturing data independently of the design editor when possible. Confirm the outline, copper layers, solder mask, legend and holes are present and aligned. A successful export alone is not proof that the recipient has every required file.
Resolve requirements that cannot be inferred
State the material, finished thickness, copper, surface finish and any controlled-impedance requirements. Mark open choices as open. Identify tolerances that are functionally important and explain the reason for unusual constraints. A reviewer should not have to guess which notes are mandatory.
For assembly, include the BOM, placement data, component polarity and special instructions. Distinguish customer-supplied parts, sourcing needs, allowed substitutions and test responsibilities.

Record review outcomes and changes
Keep engineering questions and their resolutions with the release. When a proposed change affects trace geometry, material, panelization or parts, assess the design consequence before accepting it. Update the baseline so the accepted drawing and files agree.
Checklist completion means you have considered these questions. It is not a statement that every item passed a supplier review. Use the resulting notes to explain uncertainties in the inquiry form.
